Welcome and introductions: The meeting was convened by Helen Baker, Vice Chair of the Texas Council on Consumer Direction (CDS). Review and approve December 4, 2018, meeting minutes: Minutes from the meeting on December 4, 2018, were approved. Consumer Directed Services (CDS) Utilization: CDS Utilization data was presented by Geoffrey Hood from the Center for Analytics and Decision Support of HHSC. Data presented to the Council was a quarterly comparison of FY 16 through FY 18. Rachel Neely of HHSC stated that MCOs in the past have provided self-reported data on STAR+PLUS utilization but these reports have not been provided of late. Her staff is compiling these now and will provide them at the next meeting. Members stated that utilization from MCOs has been historically unaccounted for. The Medically Dependent Children Program (MDCP) is showing a decline in the 3rd quarter. Mr. Hood reports there is not a clear reason for this and it could be a reflection of the fact that MDCP
