Also considered was HJR5, proposing a constitutional amendment providing for the issuance of general obligation bonds by the Texas Public Finance Authority to fund research, treatment, and access to services in this state for behavioral health, mental health, and substance use and addiction issues.

Overview
The Department of Family and Protective Services (DFPS) is directed to protect Texas children, the elderly, and persons with disabilities from abuse, neglect, and exploitation. Of the state health and human service agencies, DFPS’ budget is between that of the more than $70 billion appropriated to the Health and Human Services Commission (HHSC), and the $1.5 billion to the Department of State Health Services (DSHS). DFPS is allocated a total of $4 billion in all funds, though $3.5 billion (or 87%) is dedicated to Child Protective Services (CPS). Total agency appropriated funds in 2018-19 increased 10.4% or $384 million over what was expended and budgeted in 2016-17.
