HHSC: Texas State Child Fatality Review Team Committee

The State Child Fatality Review Team Committee is a multidisciplinary group comprised of members throughout Texas. Its mission is to reduce the number of preventable child deaths and its purpose is threefold:

  • To develop an understanding of the causes and incidence of child deaths in Texas;
  • To identify procedures within the agencies represented on the Committee to reduce the number of preventable child deaths; and
  • To promote public awareness and make recommendations to the governor and the legislature for changes in law, policy, and practice to reduce the number of preventable child deaths.

Texas Council on Cardiovascular Disease and Stroke

The Texas Council on Cardiovascular Disease and Stroke conducts health education, public awareness and community outreach; improves access to treatment; coordinates activities among state agencies; and develops a database of recommendations for treatment and care. During the 76th session of the Texas Legislature, lawmakers passed House Bill 2085, which included the creation of the Texas Council on Cardiovascular Disease and Stroke.

Department of State Health Services: Fiscal Size-Up

Overview DSHS works to improve the health, safety and well-being of Texans through good stewardship of public resources and a focus on core public health functions. Due to the agency’s shift under Transformation per Senate Bill 200 (84 R) to focus solely on public health functions and to move many programs and functions to other agencies, all funds spending in 2018-19 is considerably smaller (73% less) than that expended and budgeted in 2016-17.

Department of Family and Protective Services Fiscal Size-Up

Overview The Department of Family and Protective Services (DFPS) is directed to protect Texas children, the elderly, and persons with disabilities from abuse, neglect, and exploitation. Of the state health and human service agencies, DFPS’ budget is between that of the more than $70 billion appropriated to the Health and Human Services Commission (HHSC), and the $1.5 billion to the Department of State Health Services (DSHS). DFPS is allocated a total of $4 billion in all funds, though $3.5 billion (or 87%) is dedicated to Child Protective Services (CPS). Total agency appropriated funds in 2018-19 increased 10.4% or $384 million over what was expended and budgeted in 2016-17.

Legislative Budget Board Meeting: Financial Condition of the State

  • Call to order. The meeting was called to order by the Lt. Governor.
  • Approve minutes from July 11, 2018 Legislative Budget Board meeting. The minutes were approved.
  • Review the items of information and methodology required to set the Article VIII constitutional limit on certain appropriations for the 2020-21 biennium.
Staff Presentation. The level of appropriation from state tax revenue not dedicated by the Constitution for 2018-19 has been calculated to be $91.5 billion.
