Newborn Screening Advisory Committee advises the Department of State Health Services regarding strategic planning, policy, rules, and services related to newborn screening. 1. Welcome, introductions, and logistical announcements. The meeting was convened at 1:09 pm by Michael Speer, MD, Chair. A quorum was present. 2. Consideration of July 8, 2022, and October 24, 2022, draft meeting minutes. The minutes have been tabled until the next meeting. 3. Legislative update. Amanda Brandt, DSHS. Newborn screening had the attention of the Legislature. There was a budget surplus. DSHS is developing implementation plans on DSHS related Bills. HB2478 Amends reports required for newborn screening. 88(R) HB 2478 - Enrolled version (texas.gov). The Department of State Health Services (DSHS) reports using its public health laboratory to screen the nearly 400,000 infants born in Texas each year for 57 different medical conditions.
