MAJOR FISCAL AND POLICY ISSUES AFFECTING ARTICLE II
All Funds for the Health and Human Services agencies total $103.6 billion, which would be an increase of $1.9 billion from the 2024–25 biennium. General Revenue Funds and General Revenue–Dedicated Funds total $45.2 billion, an increase of $1.1 billion from the 2024–25 biennium. Appropriations for Health and Human Services encompass many different programs; however, the net biennial All Funds increase results primarily from the following areas:
an increase of $4.1 billion in All Funds associated with Medicaid and $0.1 billion for Children’s Health Insurance Program (CHIP) client services, primarily due to caseload growth;
a decrease of $2.2 billion in All Funds associated with behavioral health, primarily due to decreases for onetime construction projects and certain capital repair and renovation projects at state mental health hospitals and other state funded inpatient mental health facilities; and
