The Week in Review, February 27 through March 3

Health and Human Services

The House Appropriations Committee, Article II Subcommittee met all week marking up the decision document with their decisions.  Most items had been pended rather than adopted or rejected.  The Committee continues to struggle with its role in reducing the $4 billion gap between the House Bill (HB1) and the Comptroller’s Revenue Estimate.  The Senate, it is assumed is also struggling, however, their refusal to meet in public provides the transparency of mud.  LBB documents are not even allowed to be posted.  Again, the reduced exceptional item request of the Commission and other departments seems to guide the process, leaving out critical items in health policy and funding.

HB2, Supplemental Appropriations Bill was filed relying heavily on the “Rainy Day Fund”.  With the reluctance to tap this fund in the past, this should make for interesting viewing.  You bring the drinks and We’ll bring the popcorn.  This process will also be tracked by Texas Insight since there is a lot at stake.

Several Meetings were held at HHSC that are still being compiled by Texas Insight.  During the Session, Legislative meetings take priority.  We will have these agency meetings as quickly as possible.

This is the part of the session that gets less certain.  As the Senate continues to deliberate in secret and House Appropriations deliberates openly, fine tuning of both bodies markups will take place.  As those markups become public, Texas Insight will bring them to you.  Subscribers who have specific bills that they would like for us to cover should contact us and we will add them to the schedule.  Once the houses have produced their final recommendations, Texas Insight will draft a decision document comparing the two houses for Article II.  Meetings this week include:
