The Texas Public Policy Foundation, founded in 1987, is a nonprofit research institute working to “promote and defend liberty, personal responsibility, and free enterprise in Texas”. Thirteen board members direct the organization’s work, along with staff headed by President Brooke Rollins. The Foundation performs research and analysis on a variety of topics, from criminal justice and education to tax reform and land and water rights. The Foundation’s health and human services work centers on reducing government spending and involvement in health and social arenas, advocating for foster care decentralization and privatization and a free-market, state-centric health care system.  The Foundation produces white papers, a blog, and frequently provides official testimony and other outreach and education across the state on a variety of policy issues.
