The state is divided into 20 regional healthcare divisions that provide the non-federal portion of Medicaid 1115 Waiver funds and determine waiver funding priorities and metrics, according to waiver requirements. RHPs are collaborations made up of local entities, including counties, health care districts and other entities such as safety-net hospitals, academic health science center and children’s hospitals. RHPs provide opportunities for stakeholder engagement and partnership development toward health care system transformation, including improved quality, access, coordination and cost-effectiveness. Each RHP designates an anchor organization which coordinates and acts as liaison between the RHP and the Texas Health and Human Services Commission, which administers the waiver.
