HPSAs are geographic regions, populations, and/or facilities lacking in sufficient primary, dental, or mental health care. They are given their designation by The Texas Primary Care Office (TPCO) and the US Health Resources and Services Administration (HRSA). The HPSA program is one of the tools used to increase the distribution, capacity, and supply of health professionals in areas with a verifiable shortage, and a designation may help these areas attract more primary care, mental health, and dental health workers.
