A statement prepared by a state agency, at the request of the lieutenant governor or the speaker of the house and in coordination with the Legislative Budget Board, that details the manner in and the extent to which a proposal, if enacted, will affect employment in the state, will affect the construction, modification, alteration, or utilization of any asset in the state, will result in changes in costs of goods and services in the state, will result in changes in revenue and expenditures of state and local governments, or will otherwise affect the economic interests of the state.
